Bulgaristan, St. St. Cyril and Methodius Millî Kütüphanesi’nde bulunan Osmanlı Şer’iyye Mahkemeleri Sicilleri üzerine incelemeler ihtiva etmektedir. Kitabın ilk bölümünde bu mahkemelerin ele aldığı davalar, kadıların ve naiplerinin tayin usulleri, mahkeme kayıtlarındaki terminoloji, mahkemelerden çıkan karar belgeleri vb. hukuk tarihiyle ilgilenenler için değerli bilgiler verilmektedir. İkinci bölümde Müslüman azınlıklarla ilgili meseleler ele alınmakta, bu çerçevede mahkemelerin yapısı – istinaf mahkemeleri, temyiz süreçleri, Yüksek Mahkeme, idarî görevliler, kadılar, avukatlar, mahkemelerin yaptırımları, gibi konular anlatılmaktadır. Çalışmanın temel kısmını oluşturan üçüncü bölümde belirli sicil defterleri incelenmektedir. Kütüphanede bulunan toplam 191 defter detaylı biçimde incelenmekte, her bir davaya ait belgeler tahlil edilmektedir. Prof. Recep Çiğdem’in önsöz yazısında kitabın bölümlerinin önde gelen bulguları vurgulanmakta, üçüncü bölümün özellikle Bulgaristan’da bağımsızlık sürecinin dönemi olan 1878-1945 yıllarına dair olduğu belirtilmektedir.
